moving jpgs

Dunno if this is the right place to ask, but oh well.:o)

Can anyone tell me how to create these moving jpgs. i mean like the fish

Thank you to everyone who replied here, I can now do them! One of the
problem I had with them was that I was doing them using CorelXara2 and they
weren't working, but when I used PSP5 to do them they come out a real treat!
So much so that I cant stop doing them ;o)

But two other quick questions, is there any other quicker or easier way to
do them? also for those who use PSP is there any way to reduce the quality?
I'd like to reduce the picture quality to make the file sizes smaller if
possible.

I just love this programme!

Its so neat to amuse yourself when your building! Its also a very practical
tool to, and something i can get very used to using.
