This is just to point out that with the media command in 3.6, Active Worlds

the 3.6 streaming capability would be more use for watching streams for

Correct. However, I don't think all AW TV stations will move over and

Well, you can get a dedicated Windows server in a professional data
center in the U.S. for about $69 USD per month with 500 GB of bandwidth. If you want 1000 GB of bandwidth, expect to pay about $120 USD per month. And of course, there is colocation if you already have your own server. If someone has the money and the knowledge, they could setup a few Windows Media Streams on one of these servers. Probably too much bandwidth for most.
Streaming media isn't synonymous with live media. Streaming media quite commonly just means a streaming recording, i.e. playing it as you download it. As far as I know, the server portion to stream Windows Media content
