If you do something wrong, expect to be punished. The problem is more
people are doing more wrong. Find the cause of what's encouraging them to
commit crime and extinguish it, then you have solved the entire equation.

Perhaps true. But I'd like to see the figures for the other advanced
thinking nations so we can compare ourselves.

Good point. It may be your average Joe American doesn't think about it
either.
