I would think that it has more to do with legal problems than with intentionally leaving other countries out. I've seen a number of contests including a few in 3Dworld mag, that I couldn't enter because I'm not in a country in the European Union or some other country.
For example, here in my state of South Carolina, USA, as in many states I believe, you technically can't charge people to enter a contest for prizes because that makes it a lottery, and until recently in our state, a lottery was illegal. Now, the only one we have is run by the state. You have to allow people to enter for free for it to be legal. That's why on all those promotions or drawings you always see "No purchase neccessary". That makes the drawing fair for everyone and by not limiting it to the ability of the individual to buy tickets and/or products for entries.
Now, I'm not saying this is the reason, I'm just conjecturing over why they might not make it world-wide. Things that are legal here might not be elsewhere and vise-versa.

I'm sure you're right Ed. There's usually a reason for most things even when it's not obvious to a lot of us. The cynic in me tends to think that a lot of this sort of impediment to a unified planet and thus a unified human race is really just an excuse to keep lawyers in work! :D |
