I don't even know how to describe this issue. Does anyone know what is causing the striped pattern? Help!

It seems to be related to the Shadowmap Sharpness, Size and Quality of the blue light that's casting the shadow. Low sharpness (higher value) produces wider bands throughout . High sharpness produces narrower bands that are only near the edge of the shadow.

Here it is with the highest-quality shadowmap settings.

That's pretty much how shadow maps work. Are you zoomed in to the area to dispaly the issue or is this the actual focus of the scene? If the former, when you zoom back out it'll become less of an issue.

Best thing to do is to experiment with a combination of the three settings (size, quality and sharpness), bearing in mind that you can enter larger numbers than the dropdowns allow if necessary, and see if you can get the results you want. If not, you might have to switch back to raytraced shadows.

Thanks. Those images are the actual renders, not zoomed in to the area of detail. I'm getting better results now.
